As far as the children are concerned, I don't see it from the same viewpoint you do. Obviously, I don't like the idea of infants and small children being separated from their parents but it was ultimately the parents or adults who made the choice to be separated. I also wonder at a parent who would put a child in the dangers of the trip in the first place. As far as the cage like enclosures, they were a holdover from Obama's era not intended for a lengthy stay but as holding pens until processing, not a peep then. This migration was very different from earlier illegal entries. These people were coached to ask for asylum. The children were brought because they thought they'd be the key to an early release into the country with a court date that they'd never show up for. All that aside, I don't know how differently it could have been handled when hundreds of people were pouring in each day and we didn't have the manpower or facilities to handle them.
I haven't been following the situation with regards to wildlife and habitats with all the other hot topics going on, it's not being covered by my resources. The administration wants less federal interference and more state control overall which might be behind changes but I honestly haven't followed it since the Bundy situation and the killing of LaVoy Finicum by the feds over federal land.
