I think #2 could work if limitations were refined by type, e.g. a handgun, a hunting rifle and a shotgun. How many does an individual need? The Las Vegas shooter racked up an arsenal in a short period of time. That should have been a red flag for anyone other than a gun dealer. Since guns would be registered to one individual it doesn't negate others in the residence having their own so in essence, there could be multiple guns under one roof.
