The 1882 resolution includes the statement about not being libel to become a public charge and people were not allowed to land if there was any concern that they would become one. The famous poem actually seems to be applied to Europeans only since Chinese were not allowed to immigrate here at the time and it applied to other Asiatics as well.
The Immigration and Nationality Act of 1952 was the next significant change because of Communism and Communists were subject to deportation without proof. It also opened the door to limited Asiatic immigration in small quotas. It was based on race rather than country.
