There may not be any way to solve it as long as those countries south of the border don't change drastically. You must be aware of how millions of them live. No electricity or running water. Dirt floors. Work like a dog for peanuts. Gov abuse. Us throwing more money at them is not the answer. And I admit I don't know what is.
Now instead of our Gov trying to work on low-income housing that would get a lot of our families off the street, billions will be spent on a wall driving up the NDebt even more.
