Or perhaps the rules do not need to be applied strictly to the Sovereign, who is head of all the Orders (I believe).
After all, it is the Sovereign who could be expected to need to combine the most Orders.
The purpose for this particular official portrait is perhaps the most important of any reign, in the UK (which can be disputed I'm sure).
So this portrait would call for the most impressive array of Orders without straying into the ridiculous.
One or two books I have might shed some light on the matter. Hope to post more later.
