Would anyone know why the Duke of Gloucester is not taking part in the ceremony, or has anyone placing a wreath on his behalf, like the Duke of Kent?

The Duke and Duchess of Gloucester are usually present, watching from the Foreign Office building, but he also has honorary military appointments, and I don´t understand why he does not place a wreath like the other serving royals.
