Shouldn't this be more a private than public observance to begin with? I find the whole public observance of a death anniversary rather peculiar to be honest. And when does one stop observing?
Late to this, but it seems the Prince and Princess of Wales had some intention of marking the anniversary either publicly or privately - not sure exactly how, but the lead-in to this paywalled Telegraph article a week ago suggests there was some plan underway... https://www.telegraph.co.uk/royal-family/2023/08/09/william-kate-prince-princess-wales-queen-death-anniversary/
Not surprised. If people wish to they can remember and commorate the Late Queen privately.
