The Queen's mantle has the common style of close at the neck. So this might be her father's mantle? which she wore at first for a while, maybe?

Then the change to the style of close at the neck came later. It can be studied by zooming in here. We can also see that the star is on a circular piece of fabric added to the mantle.

My source says Queen Elizabeth II wore her father's.

"At Garter ceremonies she wears her father's Garter robes, and sits under his banner in St George's Chapel. Her robe differs from those of the other Knights by having an actual star on the left shoulder, instead of the normal badge, and a long train, borne by two pages of honour."
