Of course they're independent. Not the point of my original question however. What I was trying to ask was merely how these categories might be dealt with or not - and if there was a separation of seating between Commonwealth heads of state and the high commissioners representing the various "realms" then what further sub-categories might apply within each. The number of years as a Commonwealth member, for instance, might be another guiding factor in sub-dividing these categories.

All of the countries of the Commonwealth are independent. All Commonwealth countries are represented in other Commonwealth countries by High Commissioners.
That notwithstanding, precedence might be accorded to representatives of The KIng's other realms over other Commonwealth countries because, well, he is their King.
