The list is not comprehensive, only those I have seen mentioned as confirmed by their courts or governments. This blog is perhaps a more accurate list, as it includes sources (as of April 14 it includes the Luxembourg and Romanian couple, but not Belgium or Malaysia):

I have seen the reception on 5 May referenced by people who have good sources, but am unable to find the event mentioned on any official page or proper news outlet.

Is this list of foreign royal guests intended to be comprehensive? There are a number of potential omissions, e.g. the royal families of Bhutan (the king & queen attended QEII's funeral; the then Duke & Duchess of Cambridge visited Bhutan), Tonga, Lethoso (the King attended QEII's funeral; IIRC, the then Prince of Wales attended the king's coronation), Eswatini, and Morocco. In terms of non-reigning families, the British RF has maintained relationships w/ the royal families of Rumania and Bulgaria & of course there are the German cousins.
