I am not sure that it is usual for double courtesy titles to be used; given James’ low profile and no indication that he wishes to have any sort of public life in the future I cannot see him using Wessex everywhere but Scotland and then using Forfar in Scotland during his father’s lifetime. James’ eldest son will never be known as Earl of Forfar in James’ lifetime. In not using his princely title, James’ highest title would be that of Earl, his eldest son cannot then also be styled as Earl but rather as Viscount Severn. Forfar was meant to be used in Scotland by the now-Duke of Edinburgh but since HRH’s title’s designation refers to a Scottish place he will be referred to as Duke of Edinburgh everywhere. When the Duke of Edinburgh dies, his son may choose to be known as The Earl of Wessex, The Earl of Wessex and Forfar, or even just The Earl of Forfar if he wanted to… there really is not any set rule for his; usually though if one title is used it is the highest ranking title which is the oldest (Wessex) if using two or more of the same grade is considered unwieldy.
Will it only be used by James after Edward's death and then by James' elder son and so on and on ?
