I wonder how they will word this. The regency act (1937) has the wording:
"the Counsellors of State shall be the wife or husband of the Sovereign (if the Sovereign is married), and the four persons who, excluding any persons disqualified under this section, are next in the line of succession to the Crown"
It doesn't mention the names of the next four people. And if they simply expanded to say six people, these would be Princess Eugenie and the Earl of Wessex. They could say the next four ´working royals´, but I suppose they would then have to define working royals. Thus I suppose the most likely change is to name the Earl of Wessex and the Princess Royal for them to be included.
The phrase "next four people in the line of succession" is oddly worded given that may include minors as it currently does. Why not just define it as "anybody in the line of succession who is resident in the UK and undertakes active duties on behalf of the Sovereign"? That would define working royals and extend the privilege to all such people who would still be a small number but more extensive to choose from than is currently allowed under this law.
