I have not really seen this addressed and it is a good question.

My gut says those Peers who have a ceremonial role in the institution of the monarchy (like the Earl Marshal, leadership in the House of Lords, etc.) will be there, but I think the rest would need some personal connection to QE2 (like the Bowes-Lyon relatives who are peers).
