On the occasions Victoria attended the Opening of Parliament, after Albert's death, she sat on the throne, but didn't read the speech. That was done by the Lord Chancellor. On the occasions she didn't attend the speech was also given by the Lord Chancellor. The Prince of Wales was never allowed to step in and take on duties by his Mother.
