Undertaker sold tickets, and was a ratings mover at times, so by those metrics people went out of their way to see him. He's always been over, manufactured by McMahon yes, but that's not near all of it, it needed the right performer too. He's not a world champion type, he's an attraction, especially in recent years when he was only seen once a year. Andre the Giant wasn't a world champion type either, but a legend for sure. Pro wrestling is a mixed bag of different types of performers, and a few from each style can reach legend status.
