The country shouldn't be opened back up till it's more safe than not, but it's hard to know exactly when that tipping point is. Any too soon, and it's going backwards on it. It's not worth a lot of deaths to reopen businesses too soon, and honestly, things aren't going to back to "normal" for a long time, and some things may never come back like it was.
