There were 3 players in the dugout at 28 minutes til listed game time and zero players in line paying to get in. I know that for a fact because I was standing between the gate and the field.

At 20 minutes til there were 6 players in the dugout.

At 15 minutes til there still was not 10 to take the field. Ask anyone that was actually there. You can't play in conference with 9 or less.

Is it right to make them forfeit? Seems like a harsh penalty but it's above my paygrade but I bet not a single team brings it up for discussion at the next meeting because the teams are afraid to discuss rules and things in the conference. Why they are afraid I have no idea.
