3' from release will fluctuate...the key term that is commonly left out is DROPPING thru the zone.
Most folks have trouble releasing one from below their knee and keeping it soft enough to drop thru the zone.
You mentioned Andy - he is the easiest to monitor the up/down on...he 99.9% of the time releases the ball from the same spot - to get the 3' from release, that ball has to get above his helmet (science + the JRed strike zone video that makes it's quarterly trip thru the interwebs)...the more difficult part is whether the ball is DROPPING as it crosses the batter's strike zone, or it is thru the zone (with too much speed).
Now, if the strike zone issue is umpires not having the balls to say "Strike" then that is a completely different discussion and poll.
