Read the rule book: The main criteria for classifying a team is the overall strength of the team offensively and defensively regardless of whether the team has home run ability. Depending on the strength of the offense and defense, a team may be classified Men's Major, AA, A, B, C, D, or E.
Conference USSSA teams are classified by the Conference USSSA Classification Committee.
Then section 'D' talks about points and PRV.
Sections A, B, and C are never referenced by Conference teams when making their plea or talking on message boards. Those teams only talk about points which is criteria 'D'. 4th most important.
