Yes if they release players and have a roster under 9 points. However, they should not be allowed to add players back to their roster just like the rest of the conference teams. If they want to drop down and play AA World legally fine. However, that should be their roster for the MWS as well. Otherwise u will have the problem of non points players wanting to leave their teams to play with the major team if they feel like their chances of winning improve.
