I am pretty sure all the world teams know if they are bumped or not. Top 10% if your world had 25 teams are auto bumped.

Bump list has always come out at the convention and they have to wait for the state directors to send in their bumps else you will cry that you got bumped after the initial list came out. It is a no win situation.

Also it is hard to believe other associations send out their bump list before utrip since all of them don’t rate their own players but use utrips work.
