The player could not play for dan smith without his release but he could just sit out the rest of the season. So it puts the team whose player is being stolen in a ridiculous situation.

I have proposed a solution to the situation but usssa has not accepted my solution.

It is simple. If a team wants a player from another team they simply email whoever is in charge of usssa classification. The person in charge emails the team and asks if their player can be talked to. If the team says no then that player can never play for the team asking during that season.
