At this point I believe eliminating there most important PED advantage is where to start.
Players mostly use PED to increase their exit ball speed/power... I would attempt to make home runs as meaningless as possible.

After that you will need to address pitcher safety...

Unfortunately the ramped PED use has left this as the only concept to increase competition and grow the sport for the real
men playing PED free to want to play.
As it is now...for most top players in the secondary level (AA/A) if you want to compete with the top CONference teams unless your the rare fast position athlete you have to take the next step and use PED.
It used to be the AA and A teams could enjoy a huge part of their year not having to compete with the PED filled
major teams...with the CONference that has all changed...which them makes more A and AA players use PED.
It is a downward spiral..PED up or play down is more
or less the choice they have to make.
