Where softball went wrong locally was when tournament only teams formed without playing league ball together with the same team they play tournaments with. That was the start of sandbagging and creating tournament only teams to "win worlds" at all levels.
When that happened the team feeling and comradery lessened and the age of free agency and trying to win worlds at all levels took over.
So if you were one of the first that disbanded your league team to form a tournament only team then although you didn't know it, you started the demise of slowpitch.
If you want to have local softball again make C, D, and E have to be league teams. Have B be the local/regional non league travel teams. And have Conference be Major, AA, and A to get the elite players out of the local scene.
