The information you use to support your point only points to a suspicion of why it might be that way now but it fails to support why it has been this way from the beginning. How do you know it wasn't other pitchers who were at the pinnacle when Conference ball started that wanted no floating rubber.
The fact that he does not speak up to change it now could simply be explained as this is how that part of the game in the league has always been so why change it now absent large support from participants in the league. It would be like the NFL saying they are going to change a rule absent support from players coaches and owners.
You yourself have admitted you have never played, coached or sponsored in the Conference league so why would they listen to you on this aspect? Now if you attempted to attend the convention and have a meaningful discussion with how to grow regional upper programs again perhaps they would listen. The problem is though that this board is not affiliated with USSSA in anyway. As I've said before it would be like Dodge being expected to monitor a message board for how to improve its business.
