I know this board is mainly for upper level talk, but the D and E level HR rules, are a little extreme. First off, with these bats and balls nowadays, ANYONE can hit the ball out of a 300ft park. So you can't sit here and say the inning ending out rule, is to help prevent sandbagging, because any level player can hit the ball out with these bats. Any true E player can hit the ball out! Then not to mention, shouldn't the guys with the great bat control and skill, be the ones to get punished for HRO's? It's all backwards. If you want to end sandbagging, each state director needs to make sure guys don't sit in the lower divisions for 10 years! Each state, each year, should take the top 25 teams in D and E, and bump them up a division, and continue that process as they move up. This would build the B and C divisions, which would create more local tournament availability for those divisions. As far as the HR rule goes, if the best players in the country shouldn't be punished for lack of bat control, then the less skilled divisions shouldn't be.
