Correct me if I'm wrong, but I believe if you sign up for Conference there is an automatic minimum classification that you receive. In light of that I propose the following:
*By signing up for Conference you are automatically deemed to have a minimum classification of A, meaning a player can only play on a B or lower team at a World tournament if they meet that classifications chip rules.
*With regards to Conference teams, although deemed as a minimum A classification, no classifications are actually assigned. All teams are considered open and free to add whatever players they desire of whatever individual PR value.
*A team must play a minimum of 6 Conference tournaments to qualify for a World tournament at the end of the season.
*Points stay same as now, per event based on finish and if you play more than the a certain number you get to start dropping the lower point totals.
*Following the end of the Conference regular season, all teams are then assigned a World tournament based upon the below numbers.
A, AA, and Major World Tournaments:
top 1/3 in confernce = M
next 1/3 = AA
next 1/3 = A
For the Conference Championship tournament, break it up into three tournaments based upon the above. Top 1/3 plays for actual Conference Championship. All teams in respective Conference Championship weekend tournaments can improve seeding at the World which they will be attending based upon points obtained that weekend.
*Essentially this would function as an NCAA March Madness, NIT, Lower postseason tournament scenario. All teams operate under the same roster rules for the whole season and based upon finish get to play one tournament at the end.
