The park was built just like any new park is built across the country with a partnership with the city/county. The only negative response I've seen is from a politician trying to get reelected. Making a deal with a city to pay part of the mortgage on a park is a standard practice with any new park and started with the Big League Dreams parks you play on across the country.
At the last utrip convention I was there for 4 days and attended every slowpitch meeting and didn't hear a single word about room nights. I'm not sure why players would worry about them. Yes the agreement with the county is that you are supposed to stay at a place in the county but the county is 90 miles long so it isn't a small area that you have to stay in.
USA is making a 27 million dollar renovation to its main field. That is almost the cost of the entire viera space coast park and it is going to be awesome for USA softball but no player should be worried about how it is going to be paid for.
This is just my personal opinion.
