Where in the set-up should I have the strongest players of each section...inside of the arcs, or on the outside? Weak players are weak...I'm trying to "hide" them.

I'm not sure there's a way to hide in that mix. Maybe some creative editing/simplifying of parts to help the strugglers be more successful in the context?

Strongest players should have bells toward audience, weakest bells to the ensemble. Try that and see if it works for you. If it doesn't, then flip it and see what happens.
