Is the number 1 predictor of a band program’s success the income level or 2 parent households?

If it's a binary choice then I think 2-parent households is the answer. Like others have said 2-parent households tend to have a higher income level. There a plenty of "title-1" schools that have "successful" band programs. Now what you define as success is another question.
I've seen posted here before the percentage of free/reduced lunch for each State Marching band. Usually, but not always, the higher the percentage the lower the ranking.

Those things often come together.

I would say most of the things that help the band be successful are not money itself, but the other things that come with it. Student availability for rehearsal (instead of handling child care or working to support the household), transportation availability for after school activities, parents who read to their kids and help with homework (keeps the kids out of remedial test prep).

But still, income level strongly correlates with two parent households. A quick browse of the stats shows that 2-parent households have roughly double the average income of 1-parent households (the math tracks).

You can put the best band director ever in the inner city and the program would have the same struggles it always does. Real life factors and socioeconomic factors are much greater than the quality of teacher.

Thinking that the director is the greatest possible factor is the height of hubris.

The number 1 predictor of a band program's success are the band director and his or her attitude and the support of the administration. Please do the children of the inner-city a service and stay away from their schools.

In the happy-go-lucky toxic positivity dream world, sure. In reality, no. When we see an inner city program beat Vandegrift or Hebron then sure. Until then, there are many social and economic barriers that would make this scenario highly unlikely regardless of who's in front of their kids. In fact, I'd argue the people who've actually taught in these environments would be the first to recognize that fact. I've taught in semi-rural and suburban title 1 schools. I've also taught in wealthy Austin suburbs. They are NOT the same. I put in 10 times the effort in the title 1 schools and didn't come close to get the results. And most of it had nothing to do with me or most of the kids. Because we live in reality.

income level or involved parents?

You need both because one without the other is an uphill battle.
