Double checking because they were okay two years ago. Are tuners with mics hooked to bells still allowed on stage for C/SR?

Absolutely! Here's the way to be one hundred percent certain, go to the C&CR and download the pdf copy. When you search you will find 0 references to tuners. There is no rule against using them (also no rule period). Every now and then UIL will issue separate rules that you have to find on the PML page or marching band rules, but there's not one for this. You're good to go, and personally I highly encourage the practice! It's improved my band's intonation dramatically as they've been trained to use the tool.
