How are sightreading pieces selected? Is there a process like submitting for the PML where a composer can submit an unpublished piece for consideration or does UIL just contact a composer from a list and ask them to write a new piece. I'm not trying to start controversy over it; I'm genuinely curious.

A composer is picked, then they give them the parameters to write the piece (what keys they can write it, what rhythms, etc...) then the composer writes the piece using those parameters.
