Can a private lesson teacher be a student's sponsor for TMEA region/area band auditions instead of the band director?

Short answer yes.
Technically anyone can be a member of TMEA and thus enter students. It's best to contact (at least) the region chair/coordinator and clarify what and why you need this to happen. If there is a certified music teacher on campus they should be the one to enter the student.

Article 2: Membership in Parent Organization. A student must be certified by their TMEA Active Member director as an actively participating member in rehearsals and performance activities of the school’s parent musical organization during the entire semester in which the TMEA activity is held. A student may only participate with organizations affiliated with their full-time campus. If there is no parent musical group in the school, the student must be certified by a TMEA member sponsor. This sponsor must hold an Active Membership in TMEA and must have been designated as a sponsor by the chief administrator of the school the student attends. Schools with No Parent Organization.
The parent organization for Band and Jazz auditions is the school’s band program.
The parent organization for Orchestra auditions is the school’s orchestra program.
The parent organization for Vocal auditions is the school’s choir program.
The parent organization for Mariachi auditions is the school’s Mariachi program.

If band exists at the student's school, they must be an actively participating member of the band. Nothing on that page says that the band director must be the sponsor, just that the sponsor must be a TMEA member. But I do wonder if there's a reason why the band director won't sponsor the kid.

If band doesn't exist at the kid's school, any active member can sign them up. In the past I've signed up a violin player who transferred in from another school. We don't have orchestra, but they had learned the music and wanted to audition (and they made it). Home school parents can join TMEA and sign a kid up.

The only other time I've seen a situation like this was a kid who dropped band and was taking private lessons. In that situation no, the student is not eligible.

Why doesn't the BD want to sponsor a kid?
