Color Instrument Question

Just curious: 1) Is the French Horn considered to be a color instrument in a wind ensemble/concert band/marching band setting? 2) What would be a good definition of what is or isn't a color instrument in these settings?

At least for ATSSB, color instruments at present are: Oboe, Bassoon, Alto Clarinet, Contra Clarinet, Tenor Sax, Bari Sax, Bass Trombone, String Bass

That post made me laugh. I first thought purple, red, blue, green, orange, etc. instruments. You know, the one "dad bought me because it is the school color."
