BuyBoard is widely recognized method of getting pricing for things though. In my district buy-board pricing eliminates some of the hassles when you get to a higher level of cost.
There are rules for requiring bids, closed bids, and usually just getting some comparison quotes depending on what you're spending.
I said short answer is no. Is there some bizarre practice coming up in your business office? Sounds like someone either doesn't know how to do their job, or they're just intentionally putting roadblocks in place for you. Not a good sign regardless.
