When I was in Region 8, I had to wake up at 5:30 AM, drive into school (35 minutes), pick up my district car, drive 2 hours to the region meeting, sit there for an hour and a half to listen to people discuss things that could have been sent in an email, and then repeat the process in reverse. (Or if I chose to put the 200+ miles on my own car, I could skip the drive in to work, but ..)
A region meeting that started at 9 took almost my entire day. I wouldn't get home until 3:00 most meeting days if I stopped for lunch.
If every region meeting were held in a CENTRAL location in each region so that travel time wasn't onerous for the people on the outer edges, I may agree with you. But in my experience, I'd much rather skip the meeting altogether.
The solution is simple. Have an in-person option WITH an online option for people who want to Zoom/TEAMS/GoogleMeet/Go2Meeting their way in. Don't force anyone to come who doesn't want to, but provide a way for them to attend and receive the information, and have one of the host/region staff monitor the chat to ask questions.
Literally the ONLY thing that happens in a region meeting IMO that a person needs to be physically present for is drawing performance order - and even THAT can be managed easily with the contest site drawing for the virtual attendees and showing the paper to the camera.
