You need to clear the heads, matching lug to lug to get a clear fundamental tone. Sounds like one of your heads just isn't cleared.
If you struggle to hear a pitch, place a finger in the center of the head while tapping on each lug to hear the pitch/tension of each lug.
99% of the time, funky overtones are because lug tension isn't matched from lug to lug. If it's really bad, I'd recommend detuning the whole head to finger tight, then counting turns as you tune in the star pattern, trying to be as precise as possible.
