The idea is that players in brass bands usually perform on multiple instruments as music requires. By setting instruments pitched in Bb to TC, you allow them to switch instruments at will throughout the brass family. |
For example, a tuba player could switch between Eb and Bb tuba at will and he will never have to transpose or relearn fingerings like he would in bass clef since the TC part will also switch between Bb or Eb treble clef.
If a tubist stayed in bass clef, a concert F would be fingered open, 4, 1, or open based on BBb, CC, Eb, F tuba fingerings or he could stay in treble clef and a C below the staff will always be open.
TL:DR - pitching in treble clef turns the brass instruments similar to the clarinet or sax family whereby fingerings for notes remain static.
