It sounds like you're in a district that doesn't care about having a good band. They want to offer the class for some reason...probably because it sounds good to tell parents "we have a band program." They just don't care enough about it to provide the necessary support. Once you realize that, and act accordingly, your life gets easier.
You can work your tail off, push on the administration as hard as you can, push the kids as far as you can, but you're going to hit a ceiling in that district. I would suggest you instead teach the kids who are in front of you, and do everything you can to GTFO at the end of the year. Apply anywhere and everywhere you can see yourself working, even for just a few years to get your feet wet. Be willing to move. Look outside of the big metros, SMC finalists, Honor Band contenders. It's not impossible for you to get those jobs, but it's not likely.
Reach out to your network. College professors. College classmates who are now assistants somewhere. Your student-teaching supervising teacher. Anyone who might have a job open or know someone who does. See if they can introduce you to someone at TMEA.
Take your personal days and go to job fairs. I got my current job at a general teacher job fair. I don't think the TMEA job fair is really worth your time, it's just too early in the hiring season. Hit up the ones that happen in March and April.
There's a way out. Find it.
