That being said, the most likely culprit is a nickel allergy. Those are unfortunately fairly common.
1. Get a gold-plated mouthpiece (easiest solution, they're common). You can get any Bach mouthpiece in gold plate for about $100 more - gold is expensive!
2. Get just a gold rim mouthpiece, which is only about $40 more than the solid plate,
3. Buy a plastic one - cheapest option, but it doesn't sound as good,
or 4. You can find one of the ones with a plastic rim - but those are rather silly expensive, as they tend to be customizable and screw-rim.
You'll also start noticing, if it's a nickel allergy, that his neck breaks out if the silver/nickel braces touch his neck on the side. If that's the case, you can wrap some leather or flag/stick tape around the part of the trombone that touches his skin.
5. Get your science teacher to buy a pile of potassium gold cyanide, aqua regia, and electroplate the mouthpiece yourself. It'll take about a week.
