Probably because nobody has ever called them on it. I can't speak for "Answer", but I have worked in quite a few districts...and they have all said the opposite of what your district has told you (IOW what "Answer" said).

I have found that, usually, the smaller the district, the more they think they can get away with...probably because a good number of the faculty are from that town, or married someone from that town, and "have no place to go"...so they take the BS the district dishes out; everyone who has the ability to leave does so in short order.
