Sounds like the principal doesn't want to deal with it.

Angling it like you're concerned about the well being of the other students is good HR language to force admin to do something.

Documenting is also a good idea mentioned earlier. At the very least, if you were to leave for another school you could pull that documentation out for reasons to leave.
