I worked for a district that required all teachers to have these. If you were new to the district they gave you one year to get it taken care of. Teachers without it completed would be non-renewed. Teacher who did not complete this, but were in the district prior to the policy were reassigned. Many ended up leaving the district. After about 6 years, nearly all teacher in the district were certified.
