If you have a 4-valve tuba, you should be adjusting the third valve slide to play Db/Gb in tune and leaving it alone. C can be played in tune with the 4th valve, and the third valve isn't used for any other notes.

Eb/Ab should be in tune with the slide pulled out a bit. You may need to adjust that one as you play to compensate for C.
