Honestly, if you are looking for a textbook on the subject, you should call UH, UT, Baylor, or UNT and ask to speak to their Wind Studies directors. I know Maestro Corporon in particular could point you in thirty directions, as could Maestro Junkin.
Especially since Corporon teaches a "History of Wind Band" course at the school every Spring semester, unless that's gone away.
