If they're just marching the quarter note, it'll be easier if the drill designer writes 14 count sets. Considering editing so that the phrases are divisible by 2 if they aren't already. In the event of odd phrases, look for opportunities to move 14, hold 7 & then step off with the L foot on the next phrase.
