If you're the head director, you're not at all crazy for this. I've had many assistants who have written things (visually, musically, etc) that were well beyond the abilities of my students. It took me years of teaching to learn how to properly "activate prior learning" and "scaffold instruction" so that my students could be successful. I'm only halfway joking about the buzzwords - if your assistant is fresh off the DCI circuit, and/or this is his first time writing drill for a high school band, he may be writing drill and choreo better suited for DCI-level performers than high school students. Also, a good performer or a good teacher is not necessarily a good writer. That applies to lots of things, but definitely to marching band drill.
