The OP only suspects that the problems are external in nature; doesn't know for sure. Suppose the former director was the problem? Do you think that he's going to get the "facts" from the former director?
Several years ago I interviewed for a position where I had similar reservations as the OP. I called the former director, and he proceeded to throw the district under the bus.
I then talked to the people that I would suggest the OP talk to...the guys from the music store, starting with the road guy. Found out that the former director didn't resign, wasn't non-renewed...he was terminated for cause, and the program had been limping along with subs for the last 6 weeks. In addition to things he was doing in the classroom that I won't repeat here (but will say that he was *not* touching the kids), he wasn't paying his bills, and the music store was about to cut the school off unless payment was forthwith.
