Looking back, I wonder if "evaluations" and the PML have steered music education in the direction of perfection of prescribed music over musicality. In the sight-reading room, I tell my kids that there are only two dynamics...soft and loud (or whatever words people want to use to describe them). Maintaining good tone and balance at various point in the grand dynamic range is difficult to teach to young students, especially in small schools where there isn't an option for a non-varsity high school band.
Perhaps someone can recommend some materials or books that discuss teaching various dynamic levels with good sound.
