Sightreading questions (that have nothing to do with the music)

I just got the email from my region sec about C&SR and it had a link to the "TMAA Adjudicator Sight-Reading Procedure/Script for Band and Orchestra". In it it states: "There is nothing within the rules that prohibits a director from verbally counting off the ensemble prior to the performance." Is this new this year? Also, what is up with the CO providing feedback on the instruction period? Last year the compliance officer in our region was not a band director. I know it does not affect the rating, but I'm not interested in someone's critique of how I use my instruction period. Who's idea was this and when was this decided? We didn't use it last year. Shouldn't the CO be more concerned with giving my times correctly (didn't happen last year). Sounds like an unnecessary step.
